摘要
新一轮的土地利用总体规划突出了耕地保护和可持续发展 ,因而当前的县级土地利用总体规划具有很强的政策和指标约束 ,同时必须十分强调社会效益和生态效益 ,在这种背景下 ,要求土地利用总体规划的思路和方法必须有所改变 ,本文结合东台市土地利用总体规划实践 ,提出了运用多目标决策模型、层次分析法、模糊综合评判法等方法制定和评价规划方案的新方法 ,以期对我国县级土地利用总体规划有所借鉴。
General Land Use of County in Present(GLUCP) requires that it is compulsive to protect farmland and realize dynamic balance of quality and quantity of farmland during the stated period in future. The GLUCP is restrained rigidly by government and it should pursue regional sustainable development, so the process and methods of it are different from the precedent The paper presents some new process and methods to make out and appraise programs of General Land Use Planning.of Dongtai, Jiangsu Province, which is to make out programs by using multi-target model and to appraise programs by applying Analyze of Hierarchy Process(AHP) and Fuzzy Comprehensive Appraising Method(FCAM). By this means, GLUCP will conform to the land laws and policies, sever for the aims of regional sustainable development, restrict constructive land increase and utilize land resources frugally.
