摘要
在新的历史时期,中高等职业教育的有效衔接不仅是指在经济性驱使下职业教育系统两个层次在结构和要素层面的相互匹配,更在于在人本性驱动下两个层次在功能层面的相互承接。因此,必须根据中高等职业教育有效衔接的机理,在相关法制的保障下建立职业教育学历与职业资格证书的互换机制,健全市场导向的国家职业资格证书体系,构建社会公认的职业教育质量标准和评估机制,建立适应时代发展的灵活自由的招生与录取机制,建立弹性学制和多元学制等。
In the new development period, the effective connection between the secondary vocational education and the higher vocational education not only refers to matching each other on the level of the structure and elements of the two vocational education systems driven by the economy, but also refers to the mutual undertaking on the level of the functional aspects of the two systems driven by the human nature. Therefore, according to the effective connection organisms of the secondary vocational education and the higher vocational education, it is required to establish the exchange mechanism between the vocational education qualifications and vocational qualification certificate under the protection of the relevant law, build up a sound market-oriented national vocational qualification certificate system, establish the public-recognized quality standards and assessment mechanisms of the vocational education, create the admissions and enrollment mechanism with the flexible and multiple school system.
