摘要
自治与控制、公平与效率、多样化与标准化之间的冲突是现代高等教育质量保障中三种主要的价值冲突。控制压倒自治、效率侵蚀公平、标准化取代多样化作为冲突的结果从根本上制约了高等教育质量保障的有效性,并最终无助于提高高等教育质量。在质量保障和质量提高之间形成一种平衡态势、促进不同行动者对话与协商并且将反思、批判和解放的话语体系引入高等教育质量保障体系是调和三种价值冲突的基本路径。实现不同价值理念之间的平衡,才是现代高等教育提高质量的根本出路。
The conflicts between autonomy and control, equality and efficiency, standardization and diversity are three main conflicts in quality assurance in higher education. The prevailing of control over autonomy, the erosion of equality by efficiency and the displacement of diversity by standardization constrain the effectiveness of quality assurance in higher education. In this context, the aim of quality enhancement cannot be achieved. There are three pathways to reconcile the value conflicts. Foremost, keeping a balance between quality assurance and quality enhancement; Secondly, promoting the dialogue and communication among the actors; Finally, introducing reflective, critical and emancipatory disclosures into the quality assurance. The balance among different values maybe the best way to improve the quality in higher education.
