摘要
建设生态文明是我国工业化中期以后,面对日益严峻的资源环境约束,实现资源环境与社会经济协调发展的重要措施。建立科学的湖北省生态文明评价指标体系,对湖北省生态文明水平进行评价,通过评价对影响湖北省生态文明建设的关键指标进行预警,这是湖北省生态文明实践指导和理论探索的重要问题。本文从资源条件优越、生态环境健康、经济效率较高、社会稳步发展四个方面建立了3个层次,4个准则层,20个评价指标的生态文明评价指标体系。通过对2010年湖北省及13个地级市(州)生态文明水平状态的评价,指出湖北省及各地级市生态文明建设的对策措施,以期为湖北省及13个地级市生态文明建设提供一定的参考。
Facing the increasing costs of resources and environment in the progress of rapid industrialization, the construction of ecological civilization is an important measure to obtain the coordinated development between environment protection and social economy. Establishing a scientific ecological civilization evaluation indictors system for Hubei Province that evaluates the level of Hubei Province＇s ecological civilization, and the key indicators that influence the construction of Hubei＇s ecological civilization construction, is an important issue in Hubei Province＇s ecological civilization practical guide and theoretical exploration. This paper puts forward an ecological civilization evaluation indictors system which includes 3 levels, 4 standards, and 20 evaluation indictors, in the aspects of advantage of resource condition, health of ecological environment, economic efficiency, and steady growth of society. By the evaluation of ecological civilization level of Hubei Province and 13 prefecture-level cities in 2010, this paper proposes measures for the ecological civilization construction, with the aim of providing some references for ecological civilization construction of Hubei Province and 13 prefecture-level cities.
