Abstract In the Paper,the authors put forward the concept of indicators of sustainable development as well asthree Principles to construct indicators of sustainable development, of hierarchy, correlation and concision.In addition, the authors advance the method of judging the degree of sustainable development by setting upa series of differential equations. Finally, a suggestion of establishing the frame of indicators of sustainable development is made from two levels for global and country (or region ).
