摘要
运用文献研究、实证分析和统计分析等方法,通过对我国城市土地储备制度及实践进行思考,有助于正确客观地评判我国土地储备制度,进而探索建立适合我国市场经济发展和科学发展观要求的城市土地储备机制。通过分析我国土地储备制度建立的背景、发展状况和产生的积极作用,反映了我国现行土地储备制度的基本思路和运作模式,进而剖析土地储备制度在我国实践中存在的主要问题及其根源,研究如何消除制约我国土地储备制度发展不利因素,探索完善我国土地储备制度。
Using the methods of document research, empirical research and statistical analysis, this paper discusses the reserve system of urban land and its practice and attempts to judge correctly and objectively the land reserve system in China and then explore the establishment of urban land reserve mechanism fit for the development of market economy, which will play a positive role in the economic construction of China. The paper first analyzes the background of establishing the land reserve system, the development and positive effects of the land reserve system, and then analyzes the main problems in the practice of the system as well as the causes of these problems. Finally, the paper discusses the way to eliminate the unfavorable factors in the land reserve system and the way to improve the land reserve system in China.
