摘要
目前流动人口管理体制已进入由城市政府统筹协调的服务管理阶段。以贵阳市为例,从组织体系、信息平台、实践模式、工作机制及基本公共服务均等化等方面探索城市流动人口社会化服务管理的实践,分析城市流动人口社会化服务管理面临的现实困境。基于此,从理念、体制、模式、平台和支持体系等方面提出创新城市流动人口社会化服务管理的若干政策建议,以期实现流动人口服务管理工作的规范化、制度化、社区化、组织化,推动农业转移人口市民化进程。
The management system of migrants has evolved into the service ＆ management stage of the department coordination of city government. Taken Guiyang City as an example, this paper analyzes the practice of social service ＆ management of the urban migrants from the aspects of organization system, information platform, practice mode, working mechanism and the equalization of basic public services, and then analyzes the facing realistic predicament of social service ＆ management of the urban migrants. According to this, the paper puts forward some suggestions of innovating social service ＆ management of the urban migrants from the aspects of concept, system, mode, platform and support system, aiming at achieving the standardization, institutionalization, communization, systematization of service ＆ management of the urban migrants and promoting the citizenization process of the rural migrants.
