摘要
针对黑龙江省推广背压机组实现热电联产中存在的问题,介绍了黑龙江省冬季采暖现状,阐述了黑龙江省热负荷预测。通过典型案例,分析了不同城市人口、面积实现采暖集中供热的方式及造成背压机组投资效益差的原因,提出了采用背压机组实现热电联产的边界条件作为解决办法,即在北方高寒地区中小城市冬季采暖采用背压机组配区域热水锅炉调峰的供热方案,并获取国家合理的上网电价、热价、燃料价格、投资补贴以及税收优惠等政策支持。
Aiming at the problems existing in construction of cogeneration based on back - pressure unit in Heilongjiang,this paper introduces the current situation of winter heating and the thermal load forecasting in Heilongjiang. Based on the typical examples, the paper also analyzes the approaches to central heating and the reasons for low investment benefit of back - pressure unit under different conditions of population and area of cities, and proposes the countermeasure which is the boundary condition of cogeneration based on back - pressure unit, a countermeasure adopting the heating plan which is to regulate the peak of hot water boiler for winter heating in medium and small cities of severe cold area, and to receive the support of pool purchase price, heat price, fuel price, investment subsidies and preferential tax policies.
