摘要
随着科学技术成果在医学领域的广泛应用 ,使人们逐渐认识到技术的两重性 ,技术在给人类带来积极效益的同时 ,也会由于技术本身的缺陷或不合理的使用造成一系列消极影响。医学技术评估是一种政策研究的综合形式 ,其目的是在对医学技术产生的复杂、广泛的影响进行系统评价后 ,通过制定相应的政策或规范来控制技术应用的范围 ,既限制和防止副效应 ,又保证该技术积极效应的有效发挥。伽玛刀是现代医用仪器设备的代表之一 ,是目前世界上最昂贵的诊疗设备之一。我国自 1992年开始引进伽玛刀 ,到 1995年 ,已引进伽玛刀 13台。该研究借鉴医学技术评估的理念 ,通过对伽玛刀安全性、有效性、经济性和社会性的系统评价 ,为促进伽玛刀在我国合理装备和使用提供决策的参考依据。
With the extensive application of scientific and technological achievements in medicine, the dual nature of technologies have gradually become known to people: while bringing positive benefits to mankind, technologies may also result in a series of negative influences due to defects of the technologies themselves or incorrect use of them. Assessment of medical techniques is a comprehensive form of policy studies. Its aim is to conduct a systematic assessment of the complex and widespread influences of medical techniques and then to control their application scope through formulating appropriate policies or standards, both limiting and preventing side effects and ensuring that full play is given to the positive effects of the techniques. The gamma knife is one of the representatives of modern instruments and equipment for medical purposes and one of the currently most expensive medical instruments in the world. It was first introduced into China in 1992 and by 1995 the number of imported gamma knives had reached 13. The present study, employing concepts used in the assessment of medical techniques, aims to provide evidence for decision-making so as to promote the rational equipment and use of gamma knives in China through a systematic assessment of their safety, effectiveness, economic characters and social nature.
