摘要
世界正在发生深刻的变化:已经发生和正在发生的世界经济力量多极化、军事力量多极化和规范力量多极化预示着多极世界将是未来世界最为可能的形态。尽管多极世界可以是一个不稳定的世界,就像历史上大多数时候所发生的那样,但是在一个互赖、有核和制度多极的时代,全球治理也并非没有可能。在排除了单极、无极和新两极的治理模式以及多极不治理模式之后,作者主要讨论了多极世界的三种治理模式:大国协调、西方自由国际秩序和板块化地区治理,分析了各个模式的现实性、正当性和有效性,并提出三种模式在现实世界中的演进路向。作者认为,大国协调应是未来多极世界的基本治理模式,但这种模式应是渐进生成的,是兼容并蓄的,也是引领合作的。
The world is undergoing profound changes:with ongoing multi-polarization of economic power,military power and normative power,a multipolar world tends to be the most possible future scenario.Although multipolar world used to be unstable,like in most cases in the history,global governance is not entirely inconceivable in an era of interdependent,nuclear and institutional multipolarity.The article argues that unipolarity,nonpolarity,new bipolarity and disruptive multipoarity are not the most feasible and desirable models of global governance,and then concentrates its analysis on three key governance models:concert of great powers,Western liberal international order and de-centered regional governance.The article then studies the feasibility,legitimacy and effectiveness of the three models,and argues that the concert model shall form the basis of future governance in a multipolar world,but such a model should be formed through an incremental process,should embrace legitimate elements of other models,and should play a role of facilitating cooperation.
