Design of Innovation-oriented Government Procurement Mechanism

摘要 梳理了创新政策、政府采购与创新导向的政府采购政策之间的理论关系,给出了为何创新导向的政府采购是引导技术创新的重要政策工具的理论依据。从创新导向的视角,针对传统政府采购政策在创造创新需求市场、协调市场信息不对称、促进共性基础技术研发等方面作用的缺失,将技术路线图技术引入政府采购政策制定机制,优化创新导向的政府采购政策制定策略。 This paper discusses the theoretical relationship among innovation policy,government procurement and innovation-oriented government procurement policy.And it analyzes the theoretical foundation of innovation-oriented government procurement as a policy tool to improve technological innovation.From the innovation-oriented perspective,it introduces industry technology roadmap into the design of government procurement in order to make up the shortcoming of traditional procurement in creating innovation demand market,coordinating information asymmetry and promoting common basic technology research,which optimizes the design of strategic government procurement.
