综合多属性决策的区域救灾物资储备库选址模型研究 被引量:8

Study on Regional Emergency Material Depository Location Model Integrating Multi-attribute Decision Making

摘要 为对区域应急设施进行科学选址,确保大规模突发事件发生后能科学、合理地调配资源,降低生命、财产的损失,有必要科学地选定区域应急设施的地址。考虑应急设施选址影响因素的多属性特征,构建了综合多属性决策(MADM)的应急设施多目标选址模型。采用上升启发式算法对模型进行求解。以北京市昌平区救灾物资储备库选址为例,对模型进行验证。结果表明:综合MADM的应急设施选址模型(CMFLM)剔除了存在安全隐患的不可行备选区域,且在不同决策偏好下的选址结果均取得了较高的覆盖满意度。 In order to allocate the resources reasonably and reduce losses of life and property after large-scale emergencies occurring,it is necessary to locate the regional emergency facilities scientifically.Considering the multi-attribute characteristics of facility location impact factors,a new facility location model was proposed by integrated MADM,an ascent heuristic algorithm is designed to solve the model.The model was applied to optimize the location of emergency material depositories of Changping district,Beijing.Results show that the model can eliminate candidate sites with significant safety risks and that all the location activities using CMFLM under different decision preferences can result in selecting suitable sites with high coverage satisfaction.
