摘要
政府投资监管中的一项重要内容就是提高透明度,动员社会力量加强外部监督。政府投资透明度可以从投资决策透明度、实施透明度和监管透明度等三个维度来刻画,有关部门应该向社会公众披露便于了解政府投资项目全过程的关键信息。构建政府投资透明度评价指标体系便于有关部门考核政府投资项目的信息公开情况。此外,培育良好的制度环境,也是提高政府投资透明度的关键因素,如完善政府投资信息公开法规、创新政府业绩考核、鼓励公民参与等。
An important content of government investment supervision is to improve transparency, mobilizing social forces to strengthen external supervision. Government investment transparency can be depicted from the three perspectives： investment decision-making transparency, implementation trans- parency and supervision transparency. The relevant authorities should disclose the key information to the public so as to make people understand the whole process of government investment projects. To construct government investment transparency evaluation index system can facilitate the related depart- ments to assess the disclosed information of government investment projects. Furthermore, to nurture good system environment is also the key factor to improve the transparency of government investment, which includes improving government investment information disclosure regulations, innovating govern- ment performance evaluation, encouraging citizens to participate, and so on.
