摘要
针对区域生态补偿中的补偿主客体界定难题提供了一种新的思路和设想,即建立基于生态系统保护与修复和实现政府生态职能的生态职能区划。生态职能区包括生态核心区、生态辐射区、生态边缘区3种区域类型。将生态职能区划作为生态补偿的区划基础,有利于识别区域生态补偿的利益相关方,促进区域生态补偿内部化,有利于区域生态补偿的横向协调及区域生态补偿工作的开展。在区域生态补偿过程中,生态职能区内各类型区域政府应根据生态职能定位承担不同的生态补偿责任,建立基于生态职能区框架的三方协调机制,为区域生态补偿交易提供平台和途径。
This paper provides a new way of thinking and ideas to define the subject and object of compensa- tion in the regional ecological compensation, namely the establishment of the ecological functional division in per- spective of the ecosystem protection and restoration and realization of government ecological functions. Ecological functional division includes three area types： ecological core area, ecological radiation zone, ecological fringe. The ecological functional division as the division basis of the ecological compensation, helping to identify the stakeholde- rs of the regional ecological compensation, promoting to internalize the regional ecological compensation and con- tributing to horizontal coordination and regional ecological compensation work. In the process of the regional ecolog- ical compensation, the governments should assume different ecological compensation obligation according to the eco- logical function orientation, build tripartite coordination mechanism based on the framework of ecological functional division, provide platform and pathways for regional ecological compensation.
