摘要
西部大开发受到水资源匮乏、教育科技落后、生态环境脆弱、信息基础设施差、能源及矿产资源的勘察和开发难度大、不合理产业结构等方面的严重制约。因此，要使西北部地区可持续发展，就必须做到：明确西北部未来水资源的供需态势，采取强有力的措施，强化管理，合理开发利用水资源；加强基础教育、高等教育和职业教育，快速培养人才，调整科研体制，实现高科技产业化；信息网建设要高起点，适当超前发展；充分利用西北部丰富的能源和矿产资源，加强其勘察与开发的力度，确保国家后备自然资源基地建设；大力调整产业结构，采取不同区域发展政策，形成特色经济为基础的不同区域发展格局。
The planned development of northwestern China is seriously limited by the poor conditions in physical, social and humanistic environment. The poor conditions are lack of water resource, backwardness of education and science and technology, weakness of ecological environment, fragile basic equipment of information, extreme difficulty in survey and utility of energy and mineral resources, unreasoning structure of industries. Therefore, to have a sustainable development in the northwest of China, the following points must be considered. First, survey of demand and supply of water resource in the northwestern part must be carried out and strong measures to improve management must be taken to develop and use water rationally. Second, education must be treated as priority in order to accelerate cultivation of people and scientific research system must be reformed to realize industrialization of science and technology. Third, survey and development of energy and mineral resources must be conducted to support state planned construction of natural resource bases for future use. Fourth, policy of different measures for different regions should be adopted to form a developmental framework to encourage special economy in a special region so as to have a sustainable development between social economy and ecological environment.
