中国大学科技成果转化效率演变与影响因素——基于Bootstrap-DEA方法和面板Tobit模型的分析 被引量:72

The Evolution and Impact Factors of University Technology Transfer Efficiency in China: Based on the Method of Bootstrap-DEA and Panel Tobit Model

摘要 利用中国24所大学的相关数据,结合Bootstrap-DEA方法,对中国大学的科技成果转化效率进行评价和分析。并在此基础上利用面板Tobit模型检验了地区禀赋、金融发展程度、产业结构等因素对中国大学科技成果转化效率的影响。实证研究发现:2001和2002年,中国西部地区与东部地区的大学在科技成果转化效率上存在显著差异;而西部与中部地区的大学,以及东部与中部地区的大学在科技成果转化效率上并不存在显著差异。2008和2009年,中国西部地区、中部地区和东部地区的大学在科技成果转化效率上存在显著差异。地区禀赋、产业结构对于中国大学科技成果转化效率具有显著影响,但金融发展程度对其影响并不显著。 As a major component of the national innovation system, universities occupy pivotal positions in techno- logical innovation, development of high-tech industries and technology transfer. In this paper, combining with Boot- strap-DEA method, we use the relevant data of the 24 universities in China to evaluate and analyze the efficiency of university technology transfer. On this basis, we apply panel Tobit model to test the factors such as regional endowments, the degree of financial development, and industrial structure which affect the technology transfer. The empirical results show that, in 2001 and 2002, there are significant differences in technology transfer efficiency be- tween the western and the eastern regions, however, there is no significant difference between the west and cen- tral regions, also between the eastern and central regions. In 2008 and 2009, there are significant efficiency differ- ences among the three regions. Regional endowments and industrial structure has a significant impact on universi- ty technology transfer efficiency, whereas the impact of financial development is not significant.
