摘要
根据目前我国教育事业发展的主要目标,参照我国教育督导评估的主要标准,借鉴国际组织教育发展指标体系的框架结构,并参考国内外相关研究成果构建了由四项一级指标和十项二级指标构成的我国普通高中教育综合发展水平指标体系。根据该指标体系对我国和各地区普通高中教育发展指数进行统计计算,结果显示:近年来,我国普通高中教育综合发展水平呈现逐渐提高的趋势,但东、中、西部地区普通高中教育综合发展水平具有明显的差异和不同特点。东部地区的综合发展水平明显高于全国平均水平,省份之间差异明显;中部地区的综合发展水平低于全国平均水平,省份之间差异较小;而西部地区的综合发展水平略低于全国平均水平,省份之间的差异较大。经济越发达,普通高中教育综合发展水平及教育机会、教育条件、教育质量越高;但经济发展并不一定促进普通高中教育公平,教育公平取决于政府的重视程度和政策的执行力度。
Based on the research home and abroad, combined with the status of senior high school education in China, we have constructed the index system of comprehensive development level of senior high school education in China. According to the relevant statistics, the indexes of education development are calculated, it is found out that comprehensive development level of senior high school education in China from 2007 to 2010 has increased year by year, but there are significant differences and different characteristics in different areas. The development level of senior high school education in the East is much higher than that of the national average, but there are significant differences among east provinces. The development level of senior high school education in the Central is lower than that of the national average, but there exists little difference among central provinces. The development level of senior high school education in the West is lower than that of the national average, and there are significant differences among west provinces. The development of comprehensive development level of senior high school education in China depends on the economic level.
