摘要
当代社会公共事务和公共问题日渐增多,错综复杂的跨域公共问题大量出现。面对大量跨区域、跨部门、跨领域的社会公共事务,仅仅依靠地方政府这个治理主体难以解决,需要运用跨域治理理论,多元主体之间构建伙伴关系,共同进行有效的治理。本文以湖北省梁子湖水污染防治为例,阐明为了有效应对跨域公共问题,需要跨域治理多元主体之间构建伙伴关系,并提出了建立伙伴关系的具体路径。
With the gradual increase of public affairs, complicated public issues which are of- ten cross-sectoral, trans-regional and even trans-boundary have been dramatically emerged contem- porarily. It can be difficult to deal with those problems with the limited capacity of simply one sector or region. The cross-boundary governance theory brings an effective way of governance. If the part- nerships between multiple governing subjects of cross-boundary governance could be built, the public affairs would be governed effectively. In this case study of prevention and control of water pollution in Liangzi Lake in Hubei Province, the paper elaborates the necessity to building partnerships be- tween multiple governing subjects of cross-boundary governance and proposes a specific path to build partnerships.
