摘要
长期以来,由于资金、人员和场地等因素的制约,病死畜禽无害化处置已经成为畜牧业和养殖业实现经济、社会、资源、环境协调发展的瓶颈。为了扭转这一不利局面,提出了以地方动物防疫监督部门监管下的城镇病死畜禽无害化处置场为责任主体,负责辖区内病死畜禽的统一收集和无害化处置工作的对策建议,并对如何充分发挥政府主导作用进行了探讨。
