摘要
目前,关于大型群众性活动的安全问题的法律制度存在不足,主要有法律位阶不高、责任追究不力、条文内容界定不明、执行效果不佳等问题。建议从提高法律位阶,加大责任追究力度,发挥法律预防作用;明确大型活动的界定标准,加强对承办者的监督管理;多方入手,强化法律执行效果等方面,进一步健全完善现行法律制度。
At present, there are shortcomings of security problems existing in law system for the large mass activities, mainly as： the low law level, the less responsibility, the vague-defined provisions contents, and the poor implementation effect and so on. This paper suggests that we should improve the law level, strengthen the law force to the responsibility, let law prev6ntion play a role, clear define standards of the large-scale activities, strengthen the supervision and management of contractors; enhance the law enforcement in every way, etc. as the result in the improvement of the current law system.
