四川省27所二甲以上综合医院卫生技术人员配置情况分析 被引量:8

摘要 通过对 2 7所综合医院的文献资料分析 ,目前医院开放床位与卫生技术人员的配备不相适应 ;卫生技术人员中医师职称结构也不合理 ,呈“两头小 ,中间大”的菱型 ;医院科室设置与科室主任技术职称配置不符合卫生部医院评审标准要求 ,高级技术职称人员严重不足。以上这些存在的问题严重影响了医院功能的发挥和服务质量的提高。建议医院尤其是三乙医院要控制和适当压缩开放床位数量 ,对主治医师实行高职低聘 ,解决医院医师的不足 ,形成合理的人才梯队。实行高级职称评聘分开 ,增加高级技术人才的数量 ,满足设置科室学科高级技术人才的需要。 Through analyzing the document materials about 27 general hospitals, we found some exiting problems as following: the allocation of health staff was unmatched with open beds; the construction of professional title of doctor in health staff was irrational that was the lower and the higher were less and the middle was more; the setup of department and the allocation of professional title of head of department were not accordant with the standard of hospital assessment made by the health ministry, which was the health staff with senior professional title were lack. These contraventions influenced the hospital function and quality of service. We suggested that the hospitals, in particular tertiary and secondary hospitals should control and reduce the number of open beds and implement higher professional title for lower position towards attending to solve the insufficiency of resident to form rational talent echelon. Professional title assessment was parted company with employment and increase the number of senior technical talent to meet the demand on setup of department.
