摘要
"十二五"中国石油油气管道标准规划要求参与国际标准制修订工作,将我国油气管道行业的先进技术制定为国际标准。为此介绍了ISO组织机构和国际合作,阐述了ISO标准制定工程程序和管理模式,重点推荐了ISO标准立项和复审依据"标准价值评价工具"(SVAT)。此外,列出了ISO与油气管道行业相关的技术委员会和分技术委员会,系统梳理了ISO与油气管道相关的标准。最后分析了我国油气管道行业标准国际化存在的问题,提出了ISO标准采标和参与ISO标准制定工作的建议。
In'Twelfth Five-year'planning,it is required that Chinese national codes,specifications and standards used in oil and gas industry are in accordance with international ones and advanced technologies in China's pipeline industry are introduced in international standards.For this reason,introduced are ISO organization and international cooperation,described are procedures of ISO standards establishment and its management mode and recommended are project approval of ISO standards establishment and its review basis,that is,Standard Value Evaluation Tools(SVAT).Introduced are ISO's technical committees and subcommittees related to the pipeline industry and systematically combed are ISO standards adopted in the pipeline industry.Analyzed are some issues existing in internationalization of Chinese national standards in the pipeline industry and put forward are suggestions in ISO standards adoption and participation in ISO standards establishment.
