摘要
中国油气管道已全面强制实施完整性管理程序,通过完整性评价预防、控制管道腐蚀风险,提高管道安全性。近年来国内外管道行业已制定了涵盖直接评价、内检测和压力试验的完整性评价技术标准体系,但缺少适用于管道实际情况的完整性评价方法的选取指导原则。NACE SP0113—2013系统规定了管道完整性评价方法选择的准则和依据,以及二次评价与首次评价使用不同评价方法时的优缺点和注意事项,综合考虑了运行压力、管道长度、管径、清管通过性、屏蔽、腐蚀风险、路权带状况、干扰腐蚀、环焊缝风险和经济成本等因素。最后提出了该标准的采标建议,建议建立一套适合我国国情、与国际接轨、科学合理的完整性评价方法选择准则,以促进我国管道完整性管理的规范化。
For oil and gas pipelines in China,integrity management procedures have been fully enforced.Integrity evaluation improves pipeline safety by preventing and controlling pipeline corrosion risk.In recent years,the domestic and foreign pipeline industry has developed a technical standard system for integrity evaluation covering direct evaluation,internal inspection,and pressure test.The problem is the lack of guiding principles for selecting integrity evaluation methods applicable to actual pipelines.NACE SP0113—2013 system stipulates the principles of selection of pipe integrity evaluation method and basis,and the advantages and disadvantages of different evaluation methods and points for attention of the second assessment and first evaluation,comprehensively considering factors such as the operating pressure,pipe length,diameter,trafficability characteristic of pigging,shielding,corrosion risk,condition of right of the way,interference factors such as corrosion,girth weld risk,and economic costs.Finally,some suggestions on the standard are put forwards,and a set of scientific and reasonable criteria for the selection of integrity evaluation methods suitable for China’s national conditions and in line with international standards is established to promote the standardization of pipeline integrity management in China.
