从系统建设目标、功能需求、设计与实现等方面详细论述江西省高清标清混合组网的防汛会商视频系统建设过程。系统采用高清标清技术混用的方式,实现省、市、县三级视频会议,并有效解决县级标清终端设备接收高清视频信号的问题,同时节省系统建设和运维费用;系统采用链路复用技术、桌面可视电话、软件视频和语音电话系统,大大提高系统应用保障水平,有效提升江西省异地防汛视频会商效率,为全省水利系统远程视频会议召开和协同办公提供了一种高效、可靠的途径。
According to building objectives, business needs, design and realization, the article introduces the construction process of flood control consultation video system for HD and SD mixed of Jiangxi province. With the method of HD and SD mixed, the system realizes 3 level video meeting of the provincial, municipal, and county level, and effectively solves the problem of receiving high-definition video signals through SD terminal in county-level node. It saves construction and operation maintenance costs. The system uses technology of link multiplexing, desktop video phone, software video and voice phone system. It greatly improves system security level, and effectively provides efficiency of video conference system. It offers a way which more efficient and reliable for remote video meetings and coordination office of water sector in Jiangxi province.
