摘要
湖南优质稻开发经历了兴起、徘徊、持续发展三个阶段 ,选育了一大批优质稻新品种 (组合 ) ,形成了完善的生产技术体系 ,研制了中小型加工机械 ,创出了“秀龙”、“金健”等知名品牌 ,探索了产业化开发之路。面临管理体制不顺等矛盾 ,进一步发展的关键措施是组建 3～ 5家粮油上市公司 ,并赋予其出口权 ,变政府 (部门 )行为为企业行为 ,振兴优质稻产业。
The development of quality rice in Hunan Province has undergone three stages of initiation, stagnation and sustainable development. A group of new rice varieties (combinations) with fine grain quality have been developed; a set of technical system of production has been established; small and medium size processing mechinary has been manufactured; and the way for industrialization has been explored with the brands of rice such as ″Xiu Long″ and ″Jin Jian″ made famous. However, the contradictions like the hindered administrative system are faced to the development of quality rice. The measures taken to vigorously develop the industrialization of quality rice were also discussed.
