摘要
从城市发展战略、定位、设计原则和地块特色等方面对一个城市新区——位于荆州市沙北新区的行政文化中心、体育中心——进行了深度解读,重点分析了在项目修改过程中出现的一系列不确定性因素——用地的现实矛盾、决策者的认识、部门诉求、城市经营策略等,及其对规划设计的影响,反思当前国内规划实践操作过程中的确定性与不确定性。
This paper introduces the thick description of the new district of Administration Center ＆ Sport Center of Shabei New District in Jingzhou City, from the viewpoint of city development strategy, location,design principle and plot characteristic.It features on analyzing a series of uncertainty during the planning amendment such as factual conflicts of land use, strategy maker＇s understanding, governmental departments＇ requirements, city businessmen＇s operoting strategy and the influence on planning, this article reflects on the certainty and uncertainty during the urban planning practice process in contemporary China.
