摘要
以2010年全国的相关科技统计数据为基础,运用典型相关分析方法,对我国科技投入与产出之间的关系进行了实证研究。研究结果表明:我国科技投入各变量与产出各变量之间具有一定的正相关性;R&D人员全时当量、研究与试验发展(R&D)人员对科技产出的影响要强于R&D经费内部支出。R&D投入强度不高与支出结构不合理是导致科研经费作用不明显的主要原因,在此基础上提出了相关政策建议。
By means of the canonical correlation analysis methods, the relationship between scientific and technological input and output was analyzed empirically based on the data of national science and technology statistics in 2010. The results show that there is the positive correlative property between scientific and technological input and output. But, the impact of R&D funding for internal expenditure on scientific and technological output in China is less than that of R&D personnel full - time equivalent and research and experimental development (R&D) staff. The low R&D investment intensity and unreasonable expenditure structure lead to the unclear function of research funding. On this basis, some relevant policy proposals are presented.
