Outreach and Engagement(O&E) is a kind of active development of university function in the innovation & entrepreneurship era, especially for the public or land-grant institutes of America. Although O&E activities in different universities appears in different forms, the underlying purpose is to seeking synergy between sustainable development of the university and wider range of activities of the extending community. In practice, many institutes pay more emphasis on academic quality of O&E, make it into the traditional university functions, make it become an increasingly important mission/task, and at the same time, establish a perfect management system to ensure the long-term effective. O&E has expanded the connotation of the traditional social service function, and showed the important trend of the present university development.
