摘要
财政农业投资绩效评价包括经济效益评价、社会效益评价和生态效益评价三个方面,分别从这三个方面构建评价指标体系,对1979—2009年间我国财政农业投资绩效进行系统、全面的评价,得到的结论是:由于受财政农业投资规模、结构、体制和立法等多方面因素的制约,财政农业投资的经济效益、社会效益和生态效益总体上还不高。提高财政农业投资绩效,不仅需要进一步加大财政投入力度,优化财政农业投资结构,而且还要强化财政农业投资体制改革力度,尽快出台《农业投资法》。
The performance evaluation of fiscal investment to agriculture includes economic benefits evaluation, social benefits assessment and evaluation of ecological benefits. This paper constructs the evaluation index system from these three aspects, and makes a more systematic, comprehensive evaluation on the performance of China＇ s fiscal investment in agriculture from 1978 to 2009. The evaluation concludes that, due to the scale, structures, institutions and legislation of financial investment in agriculture, and many other factors, the economic, social and ecological benefits of fiscal investment in agriculture are not high in general. To improve the performance of fiscal investment to agriculture, the government should not only further increase the fiscal investment, optimize the structure of fiscal investment to agriculture, but also strengthen the reform efforts for Agricultural Investment Act as soon as possible.
