摘要
对河北省近20 a来财政支农资金中生产性支出与非生产性支出进行了对比分析,并建立回归模型分析了生产性支出与非生产性支出对农业增长及农民增收的作用。认为非生产性支出增长过快在一定程度上影响了支农资金的使用效益,应在保持财政支农资金增长的前提下,不断提高生产性支出的比重。
The comparison of the productive expenditure and the nonproductive expenditure in the financial expenditure for agriculture is the standard to determine whether the financial configuration is reasonable or not. This paper compared the productive expenditure and the nonproductive expenditure in the financial for agriculture in Hebei province in the last 20 years, and a regression model was constructed to test the effect of the productive expenditure ,and the nonproductive expenditure for the increase of the agriculture and the peasants＇ income. The increasing of the nonproductive expenditure too fast now is affecting the benefit of the financial expenditure for agriculture, so the government should increase the productive expenditure and decrease the nonproductive expenditure, at the same time, the governments should increase the financial expenditure for agriculture.
