摘要
在总结自然灾害应急管理研究现状的基础上,提出基于情景的自然灾害应急管理系统框架,界定了这一框架下情景构建和情景推演的含义,提出关键情景要素识别的基本思路,最后以地震为例明确了"情景-应对"的应急管理具体流程,并给出进一步的研究方向。
On the basis of summing up the existing research of natural disaster management, a scenario-based system framework of natural disaster emergency management is proposed, and under the framework the meanings of scenario construction and simulation are defined. The workflow of emergency management in an earthquake is used as an instance to detail the ＂scenario-response＂ management mode. Some further research directions are also put forward.
