摘要
为了准确评价车间安全管理水平,在企业安全管理能力定义相关研究的基础上,探讨了车间安全管理能力的概念和内涵。从构成基础和表现形式两个方面对车间安全管理能力进行分析,建立了包含人员安全能力、设备安全性能、物料安全水平和环境安全状况4个1级指标和13个2级指标的车间安全管理能力评价指标体系。综合考虑安全管理能力的模糊性和不确定性,采用集对四元联系数构建车间安全管理能力评价模型。将该模型运用于某机械制造金工车间安全管理能力评估,结果与实际基本一致,说明了该方法的有效性。
The present article is aimed at introducing an assessment for the workshop safety management based on the set pair analysis.It is known that the concept of workshop safety management capability is indeterminate and fuzzy,and that if we like to assess the practical safety management level of any workshop for mechanical manufacturing enterprises,we should make clear the definite concept of such management capability,build up a relatively reasonable evaluation index system and choose an adaptive assessment method.It is coming from this actual need that we would,first of all,discuss the conception and connotation of the safety management level in the workshop for machine-building enterprises,which should be based on the previous research results of safety management capability found by the researchers concerned.And,next,analysis on the workshop safety capability has been done in terms of elements of competency system and forms of expression,including four first-grade index and thirteen second-grade indexes.What we mean by the four first-grade indexes may include: personal safety level,the energy consumption capability,the material safety level and the environment safety condition.In this article,we have built a model for evaluation of the levels of safety management capability based on the comprehensive consideration of the fuzzy and uncertainty features for the safety management capability.The model can also be set up based on the four-element connection numbers that extend from a theory that is called set pair analysis method which can take all kinds of uncertain information into full consideration.And,finally,we have made the evaluation for a certain mechanical manufacturing enterprise as a case study,which proves that the method we have developed is dynamic and effective.The assessment result we have gained from our sample study is basically consistent with the actual situation of the machine workshop in the company.
