摘要
石油动员是国民经济动员的重要组成部分。借鉴国民经济动员链的概念,通过对石油动员链概念的界定、石油产业链结构的分析、成品油物流体系的介绍、动员成品油来源的总结,构建出我国的石油动员链。链的构建过程中,强调危态下各石油企业间的相互配合,政府在石油动员中的宏观调控作用,以及石油动员链的动态修复能力,进而使构建出来的链条能够更好地指导动员实践。基于所构建的石油动员链,结合石油动员的具体执行过程,分析石油动员链在石油动员中的作用,以期明确石油动员途径,提高石油动员效率,保障石油动员任务的顺利执行。
Oil mobilization is an important part of national economy mobilization.With reference to the concept of national economy mobilization chain,this paper provides the implication of oil mobilization chain.Then through analysing the structure of oil industry chain,introducing refined oil logistics system and summarizing potential sources of refined oil mobilization,it builds the structure of China oil mobilization chain.In order to guide the practice better,the chain emphasizes the cooperation between oil enterprises under dangerous situation,government’s macroeconomic control role in oil mobilization and the dynamic restoration ability of the chain.At last,it analyses specific implementation process of the oil mobilization based on the oil mobilization chain.The research contributes to clarify oil mobilization approach,improve the efficiency of oil mobilization,and ensure that the national economic mobilization task is smoothly executed.
