摘要
水闸作为除害兴利的水利基础设施的组成部分,在防洪、排涝、灌溉、供水、航运及水利发电等方面发挥了重要作用。在役水闸发生损坏、病险情况,会严重威胁下游人民的生命财产安全,并制约国民经济的发展。因此,对水闸运行现状提供一种新型评价方法,以便为管理部门制定科学合理的维修养护规划提供可靠依据。该评价法是建立在改进群策模糊层次分析法和模糊数学理论基础上的一种安全评价方法,将传统的分析方法与层次分析和模糊理论相结合,可确定各因素对水闸安全的影响程度,可对水闸安全性作出全面评价。
As one of the components of water conservancy infrastructure, sluice plays an important role in flood control, drainage, irrigation, water supply, shipping and hydraulic power generation and so on. However, it is a serious threat to the downstream people's life and property, and it will restrict the development of national economy in case of sluice damaged or dangerous situations happened. Therefore, we should provide a new method in order that the management could establish scientific and reasonable maintenance planning. The safety evaluation method combines the traditional analysis method and analytic hierarchy process and fuzzy theory, so we can determine the impact of various factors on safety of sluice and make comprehensive, intuitive, accurate evaluation.
