摘要 终身学习的评价认证与管理是促进终身教育理念和实践进一步发展的途径,目前已经成为国际上终身学习与终身教育的研究热点,同时也是很多国际组织的研究重点。本文首先总结了目前国际上通用的终身学习的评价认证方式:即针对正式学习的学分转换和针对非正式和非正规学习的先前学习评价与认证,并设计了相关的操作流程;然后提出了目前终身学习评价认证所依据的三种标准:课程标准、能力标准和学习成果标准,并论述了这三类标准和资格框架的关系;然后从质量保证的角度提出,除了标准体系外,终身学习的评价认证还需要专业团队、组织体系以及制度更新等方面的保证;接着总结了终身学习管理的三种模式,并提出了学分银行是管理终身学习的最终模式,但是需要完善的标准体系、操作流程与庞大的信息平台支撑等;最后结合国际发展形势简要展望了我国终身学习评价认证与管理的实践难点与解决策略。 Lifelong learning assessment and recognition and management can promote the lifelong learning theory and practice in the world, and many countries and areas take this topic as the main and critical research theme. This paper summarizes the methods of lifelong learning assessment and recognition including credit transfer for formal learning and prior learning assessment and recognition for non - formal and informal learning with process of each method. Secondly, this paper not only concludes three kinds of assessment and recognition standards for lifelong learning: course based standard, competency standard and learning outcome, but also discusses the relationship between qualifications framework and these three kinds of standards. Thirdly, this paper discusses the quality assurance for lifelong learning assessment and recognition. Then three modules of lifelong learning management are summarized and credit bank system is pointed to be the best choice for lifelong learning management according to the practices over the world. Finally, based on the international research and practices, this paper gives the brief prospect of the practice in China with the challenge and strategies.
