摘要
政府购买教育服务是一种政府提供公共服务的新理念和新方式。广州等地在学习型社会建设中政府购买教育服务的实践,初步彰显了政府购买教育服务的价值优势。政府购买教育服务还处于起步阶段,需要在总结购买教育服务实践的基础上,对广州学习型社会建设中政府购买教育服务进行制度设计,以保证政府购买教育服务的有效性、合法性和推广实施的可能性。
There are many ways for the government to provide public services, and purchasing educational services is a newly emgerging one. Cities like Guangzhou have already initiated practice in this respect. The present study summarizes those cities' experiences, and concludes that an appropriate mechanism should be designed and established so that the government's behavior could be regulated in terms of efficiency, legality and feasibility.
