摘要
随着工业化和城市化建设步伐的加快,失地的农民日益增多,他们"种田无地、上班无岗、低保无份",失地引发的社会问题受到各方关注,因此,对兰州市失地农民的土地征用与补偿、拆迁与安置、基本保障、就业等方面进行调查研究,从而提出积极探索失地农民安置方式,提高补偿标准,让农民得到更多土地增值收益;完善征地政策与法规;完善失地农民社会保障体系;积极探索城乡社会保障一体化建设;广开渠道促进就业等完善失地农民社会保障的对策建议。
With the accelerating industrialization and urbanization, land--lost farmers have increased day by day, who are faced with ＂ no ground to farm, no post to work, no basic social security＂. The social problems caused by land--lost sit- uation have drawn attention from all aspects. This article make an investigation and study on the land--lost farmers land requisition and compensation, relocation and resettlement, basic social security, employment and so on. Moreover, it gives some suggestions： explore the mode of resettlement, raise the compensation standards, let a farmer get more land increment revenue~ perfect the policy and laws on land expropriation; perfect the system of social security ; actively ex- plore the integration construction of urban and rural areas in the social security; open channels to promote employment and so on.
