摘要
在界定城市土地利用绩效内涵的基础上,构建了城市土地利用绩效评价指标体系,采用加权函数法和障碍度模型对我国城市土地利用绩效水平进行了评价。研究结果表明:①我国1995—2008年城市土地利用绩效水平总体不断提高,综合指数从0.0658增加到0.7773,绩效水平经历了"低级水平—中级水平—良好水平"的演变历程;②投入水平和利用程度指数上升幅度较小,利用效益和利用可持续性提高幅度较大;③投入水平和利用程度的障碍度分别以年均4.83%和15.37%的速度增加,利用程度是影响城市土地利用绩效水平的首要因素;④影响城市土地利用绩效水平的主要障碍因子包括地均从业人数、人均建设用地、综合容积率、建成区人口密度和建成区绿化覆盖率等。因此,应进一步转变经济发展方式,加强土地利用监督管理,改善城市生态环境,不断提高城市土地利用绩效水平。
On the basis of defining the meaning of urban land use performance, the evaluation index system was constructed, and then an empirical analysis was conducted in China by weighting function method and obstacle degree model. The results showed that the level of urban land use performance was gradually improved from 1995 to 2008, with the index increasing from 0. 0658 to 0. 7773. The level of urban land using performance generally experienced three stages, i. e. , low performance, medium performance, and good performance. The investment level and using degree index showed a mall rise, while using efficiency and use sustainability index increased by larger margin. The obstacle degree of investment level and using degree increased by an annual average of 4.83% and 15.37%, so using degree was found to be the major factor affecting urban land use performance. The employees number for per unit of land, per capita construction land, comprehensive floor area ratio, population density in built - up area, and green cover rate were verified to be the key obstacle for further improvement of urban land use performance. Therefore, it was necessary to promote transformation of economic development mode, strengthen supervision and management for land utilization, improve the urban ecological environment, and continuously enhance the level of urban land use performance.
