摘要
首先介绍美国R&D经费的来源和执行者,分析美国R&D的投入特点和变化发展趋势;在此基础上详细解读美国联邦政府的R&D经费去向,并以合同预算和支出两套基础数据比较分析美国联邦政府四十多年R&D经费的变化发展特征,希望用于指导我国的R&D经费的管理与实践。
The paper first introduced R＆D funds resources and performers in America, analyzed its performing characteris- tics and the trends of development, and focused on the federal R＆D. On the basis of using the obligation and expenditure data of NSF, the paper analyzed the development characteristics of the federal R＆D including the research and develop- ment funds in recent 40 years. This conclusion would be beneficial to our R＆D management in China.
