摘要
社会结构变迁是研究中国社会保障制度发展的重要理论视角。本文通过考察中国社会结构变迁,梳理了中国社会保障制度发展必须面对的社会变量,以及中国社会保障制度发展过程中取得的成效:一是扭转了产业工人阶级的弱势地位,二是保障了底层群体的基本生活,三是保护了农民工的基本权益。然而,中国社会保障制度在不同社会阶层中的资源配置不尽公平。针对上述问题,本文提出了中国社会保障制度未来发展的主要目标和政策建议。
It is important to study the development of China＇s social security system from the perspective of social structural change. Based on an examination of China＇s social changes, this es- say scrutinizes the changing social context and factors facing the social security system in China. Then it summarizes major achievements in this regard, firstly, with the development of the social security system, the disadvantageous status of industrial workers has been reversed;secondly, the grassroots Chinese have been protected with relevant welfare programs;thirdly, the basic rights of migrant workers from rural areas have been secured. Nevertheless, these successes do not necessa- rily imply that resource allotment between different social strata can already be regarded as equal and fair. Drawing on this argument, this essay proposes principal goals for the social security system＇s future development and relevant policy options.
