摘要
中国社会正在发生的社会转型和当前的制度安排不仅使“4050人员”的生命周期发生了制度性紊乱,同时也限制了他们适应危机的行为选择;而悖于常态的个体生命历程,又使他们对当前的社会保障诉求发生改变,进而显示出社会保障制度文本层面与实践层面之间的裂隙,并最终影响了社会保障制度的实际运作效果。
The current social transformation and institutional arrangements in China have not only caused institutional disarray in the life cycle of laid-off and unemployed workers in their forties and fifties,but limited their behavior options in responding to the crisis.The unusual individual experiences of this generation means that their demands on the social security system have changed.This contradiction has led to a break between the rhetorical and practical levels of the social security system,and finally affected the actual operation of the system.
