摘要 我国已于2011年正式启动区域碳排放交易试点,配额分配机制设计是碳排放交易体系建设的核心工作。本文比较研究了欧盟碳排放交易体系(EU-ETS)三个阶段的配额分配机制,揭示EU-ETS分配方法不断完善和改进的原因和方向,及其与EU-ETS发展之间的动态相互关联,以期为我国当前开展的碳排放交易试点工作提供参考和借鉴。 China was officially launched regional carbon emissions trading pilot in 2011. The design of the quota allocation mechanism is the core work of the carbon emissions trading system. A Comparative Study of quota allocation mechanism in the three stages of the EU-ETS (European Union Emission Trading Scheme, EU-ETS) was conducted; it reveals the causes and direction of the allocation method improvement of the three stages of EU- ETS, it also reveals the dynamic relationship between the allocation method and the development of EU-ETS. It may provide some references for China's ongoing carbon emissions trading pilot
