摘要
河北省是我国能源消费和二氧化碳排放的大省,在该省顺利构建碳排放交易体系,对推进全国低碳发展具有重大意义,而碳配额的合理分配是交易机制顺利运行的先决条件。科学开展河北省碳市场配额分配,必须结合河北省情实际,针对国家《碳排放权交易管理暂行办法》赋予的省级决策权限,对碳排放免费分配配额、重点碳交易管理行业、配额免费分配方法和标准三个关键问题开展深入研究,为河北省构建科学可行的碳排放交易体系提供可资借鉴的决策参考。
Hebei is a high energy consumption and carbon dioxide emission province in China. Successfully building carbon emissions trading system in this province is very important to promote low-carbon development in China. Rational quota allocation is a premise for designing carbon market mechanism. Therefore, based on the actual situation in Hebei Province and the provincial decision-making authority given by the state, we do an in-depth research on three key issues including free carbon emissions quota allocation, key carbon trading industry, free quota allocation method and the standard. Through these efforts, we provide a decision-making reference to build a scientific and feasible carbon emissions trading system in Hebei Province.
