摘要
国家体育总局今年出台的以"全运会"为推手,提高我国"三大球"水平的新政策,具有典型的体育举国体制的特征,即各级政府下属体育部门为架构的垂直型管理、以全运会为最高层次的竞赛体制、以体校——专业队——国家队的"一条龙"训练体系。近年来,"全运会"和体育举国体制都面临公众的"认受性"危机和质疑,主要体现在现有体制的社会效益、公众的教育公平以及政府公共体育服务均等化和体育资源的配置等与民众诉求有较大的距离。在地方体育主管部门片面追求"全运会"竞赛成绩的政绩观主导下,充斥各种乱象的"全运会"能否拯救处于低谷的"三大球"成为疑问。而随着我国国力的日益强盛、民众体育价值观趋于成熟,体育回归教育已具备了相当的民意基础。只有建立在体育回归教育基础上的"三大球"振兴政策,才能真正加快我国由"体育大国"向"体育强国"迈进的步伐。
To improve the performance of 'the three big balls' by 'the National Games'—this new policy recently proposed by the General Administration of Sport of China has a typical feature of promoting physical training around the whole country,which in turn,is to set up the vertical management system by attaching a physical training department in the governmental department,the competition system by prioritizing the National Games,and a training system by connecting sports schools,professional teams,and National teams.Nowadays,the National Games and the physical training promotion around the country are both facing the crisis and question of Public Acceptance mainly because the social benefit under the recent system,the equality in public education,the equalization of public service of physical training complemented by the government,and the allocation of the physical training resources are not very desirable.Under the leading of the view of achievement that the local physical training departments subjectively pursue the score in the National Games,whether the National Games full of chaotic phenomenon can save 'the three big balls' in the trough is still in question.However,as our national strength becomes stronger and stronger,the public value of physical training becomes more mature,the return of physical training to education has got a public support.Only by reforming the 'three big balls' policy on the basis of return of physical training to education,can we speed up our pace from 'big country' to 'strong country' in physical training.
