摘要
政府政策必然在一定程度上影响创业活动。本文从三个角度对政府的制度安排方式加以区分,分析三种不同的政府支持的制度安排结构如何对高科技创业产生影响。通过严谨的实证研究,得出以下结论:地方政府对高科技创业的制度激励越大,政府对环境营造力度越大,政府对竞争导向的制度安排力度越大,对高科技创业的促进作用会相对更明显。
Government policies will affect high-tech entrepreneurship to a degree. The paper classifies institu- tional arrangements made by the government into three different categories, in order to analyze how institutional structures can influence high-tech entrepreneurship. Collecting data and utilizing empirical research, this paper finds： The greater institutional incentives of the local government for high-tech entrepreneurship is, or the more devoted the government is to environmental construction, or the more efforts the government makes to arrange com- petition-oriented institution, the more obvious the development of high-tech entrepreneurship will be.
