摘要
城乡双向商贸流通体系具有双向互动、互补共赢、良性发展的特征。构建城乡双向商贸流通体系,对于提高流通效率,降低流通成本,扩大内需,推动国民经济发展具有重要意义。第一,要因地制宜,依据工业化和城市化发展水平的不同,建立功能分类的城乡双向商贸流通模式;第二,要从战略高度出发,结合城乡产业化发展水平和物流主体服务能力等要素,建立辐射城乡的现代物流体系;第三,要整合现有信息资源和网络资源,建立覆盖城乡的信息平台。为保障城乡双向商贸流通体系的有效运行,还要不断完善商业信用机制和市场监管机制。
The urban and rural two-way commercial circulation system has the characteristics of bilateral interaction, com- plementation and mutual benefit and benign development. And it can be established from three aspects. First, we should adjust its measures to local conditions and build the urban and rural two-way commercial circulation system based on function-orient- ed classification according to the differences in the development of industrialization and urbanization. Second, from a strategic perspective, we should establish the modem logistic system radiating urban and rural areas with the combination of such ele- ments as development of urban and rural industrialization and the logistic subject＇s capability for service. And third, we should integrate the existing information resources and network resources and establish the information platform covering urban and ru- ral areas. To guarantee the effective operation of China＇s urban and rural two-way commercial circulation system, we need to continuously, perfect the commerce credit mechanism and market supervision mechanism.
