摘要
流域是一个特殊的自然地理区域,流域公共池塘资源特性和产权制度模糊不清造成我国流域区际生态利益失衡现象日益突出。比较分析科层型、市场型、自治型和网络型四种协调机制的制度技术条件,网络型协调机制更符合流域水资源特性和我国现实国情,是我国流域区际生态利益协调机制创新的目标模式,其框架是中央与地方政府纵向协调、流域区际横向协调和行政区内部协调的有机统一。
River basin is a special nature area. The character of common pool resource and the dim of property rights results in the unbalance of inter--regional ecology interest . Based on the comparison and analysis of institutional condition of four coordination mechanism, network coordination mechanism is put forward as the gole model of inter--regional e- cology interest coordination mechanism in watershed which is in accordance with characteristics of water resources and national circumstances.
