摘要
近些年来我国政府有意识地和社会组织在公共服务领域开展合作,在合作基础上逐渐出现双方共强的现象,这是公共服务领域政府与社会组织关系的中国经验。虽然有学者对政府与社会组织共强关系提出质疑,但合作共强关系对解释我国转型时期政府与社会组织关系更具说服力,同时有助于推动社会组织发育发展,也有利于深化政府职能转变和机构改革。合作共强关系不会自动形成,它需要政府转变社会组织管理观念,健全社会组织良性发展制度,建立政府与社会组织合作机制。
Recent years, Chinese government has cooperated with social organizations consciously in the field of public service, and gradually emerged a strong--strong phenomenon with Chinese characteristics. Although some scholars question such strong--strong cooperation relationship, yet this thought can not only more convincingly explain the realistic re- lationship between the Government and social organizations in China＇s transition period, but also help to promote the development of social organizations, and be good to deepen the transformation of governmental functions and institu- tions. However, the strong--strong cooperation relationship cannot emerge automatically, and it requires government to change the management concepts, improve the management system, and perfect the cooperation mechanism.
