摘要
This paper analyses the incentive mechanism and restrictive conditions of the development of nonprofit sector in china during the transition period of welfare system,as well as the possibility to construct the partnership between government and nonprofit sector.The author insists that although government has incentive to expand the function of nonprofit sector for the institutional crisis in state\|centered welfare model,there are some key problems existing in the development of nonprofit sector,such as the insufficiency of institution provision,poor performance,because of the lasting conflict of the demand of acquiring resources and social control.It is too early to construct the partnership between government and nonprofit sector.Based on the reality in China,the proper welfare model is state\|dominated welfare pluralism.
