摘要
人力资本结构是影响产业结构升级和经济增长的一个重要因素。本文基于结构性的视角提出了一个分层次的人力资本结构分析框架,从微观、中观和宏观三个层次对人力资本结构进行了分析。静态的人力资本结构是人力资本动态运动的结果。人力资本结构的优化是为了充分发挥人力资本的有效性和适配性,对人力资本的构成要素及其比例关系进行适时调整的动态过程。文章提出了改善人力资本投资结构,激发企业家人力资本的企业家精神,构建合理高效的人力资本市场等人力资本结构动态优化措施。
The structure of human capital is an important factor for the upgrading of industrial structure and economic growth.The paper puts forward a hierarchical framework of analysis for the structure of human capital based on the structural perspective,and analyses it from the micro-perspective,meso-perspective and macro-perspective.It is believed that the static structure of human capital is the result of the dynamic movement of human capital.Its optimization is a dynamic process that gives full play to its effectiveness and suitability and helps adjust its elements and proportional relations in time.The paper finally puts forward some suggestions for its dynamic optimization such as improving its investment,stimulating the entrepreneurship of human capital,constructing a reasonable and efficient market for human capital and so on.
